Fiscal policy in developed countries has been a rich topic since the Great Recession. However, research has remained limited for developing countries despite their similar use of fiscal policy and concerns about the efficiency of public spending. To help address this research gap, this paper provides a case study of multiplier effects of local government spending in regions in the Philippines as well as spillover effects of local government spending across regions. An instrumental variable based on the country’s intergovernmental transfer system is used to identify regional public spending in panel regressions. The local fiscal multiplier is estimated to be above one, where a 1-peso rise in spending by local government units in a region corresponds to a 1.2-peso rise in regional output. Multiplier effects are highest for capital expenditures and appear to be primarily driven by the services sector. Spillover effects are comparatively large, at around 1.8–2.0, highlighting the important role of domestic trade when stimulating regional economic activity. 相似文献

What drove the precocious industrialisation in Britain was not demand for machines but rather (as Joel Mokyr and his co-authors have argued) the supply of useful knowledge and the skills needed to put it into practice. They were the force behind early innovation. But they did not act alone. They were reinforced by British institutions, which gave the British economy a century's head start over the rest of Europe and likely too over the rich parts of Asia. The institutions included a uniform fiscal and legal system; an effective means of training apprentices, who had escaped from local guild control; and a parliament that could raise taxes and exercise eminent domain but was at the same time a credible protector of private property. Among other things, these institutions facilitated the transportation of goods such as coal and they were backed up by policies that worked in favour of manufacturing. Together, the institutions and policies generated agglomeration effects that encouraged innovation. The agglomeration effects were more pronounced in western Europe than anywhere else in Eurasia and more developed in Britain than anywhere else. 相似文献

There is increasing emphasis on innovation as a driver of continued prosperity in the rural economy. Globalisation poses challenges to rural areas given technological advances and intensified competition in agricultural markets, ageing rural populations and expansion of urban areas. However, in recent years, the conception of rural areas has shifted from places of production to places of consumption. In line with an increasing urban demand for consumption of products and services close to nature within the rural landscape, we observe the emergence of experiential offers based around non-wood forest products (NWFP) where the consumer is closely connected to the harvesting and use of the products. In this paper, we examine how such intersecting demands have created new forms of market for NWFP, by analysing in-depth four innovative examples in Austria and the United Kingdom. Semi-structured interviews were conducted with the managers of these businesses, and cases were analysed through application of both the experience economy and the innovation systems approach. We found that all four businesses were on the one hand derived from traditional, regional cultural skills and values and, on the other hand, directly connected to new consumers’ demands. The apparent success of these emerging business models lies in the accretion of new social values onto traditional products. Thus creative approaches blending offers designed to enhance cosumers’ experiences into traditional sectors, such as forestry, would have potential in the future. However, our results indicate that there is a lack of institutional support for the development of such businesses in both countries. Better suited innovation policies and support structures would be important for mainstreaming or encouraging the development of similar businesses, innovations and knowledge. 相似文献

Digital transformation is rapidly changing the competitive landscape and the war on talent for today’s organizations. As part of this economy, organizations and their HR units must continuously reevaluate leadership structures and practices that exploit core competencies while allowing for innovation (i.e., leadership ambidexterity) and incorporate big data with predictive analytics. In this vein, understanding how HR executives can create better solutions around this problem remains sparse. 以数字经济的内涵和本质为基础,建立我国30个省市区的数字经济发展水平评价体系,采用熵值法测算2013~2017年我国各省份数字经济发展状况。研究发现,区域创新能力不足是制约我国数字经济发展的效率短板;各地区济数字经济发展水平整体上呈上升式发展,但仍存在较显著的区域差异:东部地区的数字经济发展水平明显高于中西部地区,而中西部地区数字经济增长速度高于东部地区、与东部地区的相对差距略微缩小、绝对差距依然扩大。根据研究结果,我国应从推动数字经济技术创新、加强区域经济合作和因地制宜发展区域经济等方面推动区域数字经济发展。 相似文献

现运用面板回归模型结合产值贡献度的方法评价了新疆农村产业融合度,结果表明,新疆农业与农产品加工业融合度、农业与农业服务业融合度均较低。通过地理信息可视化表达发现,新疆农村产业融合度且存在明显的区域差异。最后,结合新疆农村产业融合发展所面临的困境,提出了需要完善农业教育服务体系;培育区域特色品牌;加强对各种利益联结方式的监督引导等建议。 相似文献

According to the conservative view, capital flows enhance economic growth. Focussing on Africa’s real economy, this study investigates the linkage between portfolio investments and real sector growth, and whether financial sector development strengthens this association. The study covers 30 countries over the period 1990–2017. We adopt the Lewbel instrumental variable general method of moments (IV-GMM) two-step robust estimator, which relies on heteroscedasticity for identification, while dealing with instrument insufficiency, unavailability, endogeneity and omitted variable bias. We found that portfolio equity has no growth impact on Africa’s real sector. Debt flows deter the growth of the overall real sector as well as the manufacturing and industrial sectors, but have no impact on agriculture and service growth. We found that financial development does strengthen the positive association between capital flows and economic growth, but this is dependent on the type of sector and portfolio investment, as well as on the degree of financial development.
